110,000 CA Immigrant Drivers’ Licenses Issued in First 7 Weeks

Since January 2, 2015 when AB 60 officially went into effect, about 110,000 CA immigrant drivers’ licenses have been issued by the California Department of Motor Vehicles (DMV). In order to obtain CA immigrant drivers’ licenses, people must pass a written and driving test, pass a vision exam, submit a thumbprint and provide proof that they live in the state.

Once issued, CA immigrant drivers’ licenses have specific language on them stating that they are “not acceptable for official federal purposes” (which means, among other things, that they can’t be used as ID to board planes). The DMV currently estimates that at least 1.5 million people will apply for CA immigrant drivers’ licenses over the next few years.

CA Immigrant Drivers’ Licenses: The Testing, Costs, and Support

As many throughout the nation continue to watch whether there will be positive or negative impacts to the issuance of CA immigrant drivers’ licenses, here’s what the DMV has reported so far in terms of test passage rates for these applicants:

  • 40 percent of all driver’s license applicants who underwent automated testing in Spanish passed the written test.
  • 51 percent of all applicants who underwent automated testing in English passed the written test.

To help deal with the enormous influx of applicants and administrative work, the DMV has hired 900 new employees, opened up four new offices and has had its budget increased by about $141 million.

Although such a budget surge for the DMV was a point of contention for some, there has also been a lot of positive response to the issuance of CA immigrant driver’s licenses.

As Apolonio Morales, political director at the Coalition for Humane Immigrant Rights Los Angeles, stated, “together we have a reached a milestone that will certainly make the roads safer for anyone who drives in California.”

Los Angeles City Councilman Gil Cedillo supported these sentiments, stating, “we’ll show the nation giving licenses to immigrants is good for highway safety.”
